Worker Screening Act 2020

WWCC, VIT and NDIS are three clocks. Early childhood now has a duty to keep them current.

Victorian councils roster kinders, libraries, rec, youth, MCH and — in some places — in-home care. The 2005 Act is repealed. KeepClear watches Employee vs Volunteer card type, VIT registration, and NDIS Worker Screening. If the check lapses, the flag is do not start.

Three schemes, one board

WWCC is not VIT. VIT is not NDIS.

October 2025 — early childhood duty

Services have a legal duty to keep workers and volunteers on a valid WWCC or VIT registration, and to stay informed of scheme changes. A person cannot start in an early childhood service while an application is pending. That is a roster rule, not a policy poster.

NDIS — no clearance, no start

Risk-assessed roles cannot begin without a current NDIS Worker Screening Check. Councils that still deliver or subcontract disability and aged in-home care sit in this duty. City of Greater Geelong voted in May 2025 to continue in-home community care — screening stays on the books.

The gap Rapid Global leaves

Contractor WWCC is covered at ten named councils. Your roster is not.

Kinders

WWCC or VIT, current, or no start. October 2025 duty sits on the service, not on a shared drive of PDFs.

Libraries, rec, youth

Volunteer cards have their own expiry. A lapsed storytime volunteer is still on the books until someone notices.

MCH and in-home care

MCH needs WWCC plus AHPRA RN and midwife (31 May). In-home care that stayed in-house — Geelong — still needs screening on the council file.
