Employee · Volunteer · VIT · policy engine

Card type is a rules engine. Not a yes/no field.

Paid child-related workers need an Employee clearance, not Volunteer. Public council policy still varies: Glenelg requires all employees; Cardinia certain roles with an employer-based card; Greater Shepparton Employee status only; Wyndham staff and volunteers who work with children; Frankston careers prerequisites list work rights only; Geelong Family Services accepts WWCC employee or volunteer or VIT. A monthly product that only stores “WWCC: yes/no” fails Cardinia/Shepparton and Glenelg equally.

Yes/no fails type rules and universal rules the same way.

Paid workers need Employee

Victorian organisations must ensure paid child-related workers hold an Employee clearance, not Volunteer. Cardinia and Greater Shepparton say that out loud on careers pages; Glenelg goes further and requires every employee.

vic.gov.au/legal-obligations-organisations · updated 24 July 2026

Volunteer and VIT lanes exist

Geelong Family Services volunteer intake accepts WWCC employee or volunteer or VIT. Melbourne volunteer programs are large and WWCC-bearing. A single boolean cannot model those lanes.

Frankston shows the careers gap

Frankston’s prerequisites page is work-rights only. WWCC is not listed there — even while Frankston’s Rapid contractor page publishes child-safe PDF assessments. Careers copy and clearance ops are not the same product.

Why a spreadsheet fails

A monthly product that only stores “WWCC: yes/no” will fail Cardinia/Shepparton (type) and Glenelg (universal) equally. KeepClear is the Employee vs Volunteer policy engine beside the ERP field.

30 August 2026 research · lga-website-gaps

KeepClear does

  • Employee vs Volunteer vs VIT card-type rules
  • Per-council policy variation without a second ERP
  • Do-not-start when the held type fails the role
  • Volunteers and labour-hire on the same desk as employees
  • Organisation-on-record beside card type

KeepClear does not

  • Treat WWCC as a hire-day yes/no checkbox
  • Scrape or replace Service Victoria
  • Clone Rapid Global’s contractor product
  • Replace TechnologyOne, Aurion or Chris21
  • Sell outside Victoria’s 79 LGAs
